(1) Except when this Code provides a specific procedure for giving notice, "notice" may be by any means reasonably calculated to afford actual notice including, but not limited to, notice by mail. Notice by mail shall be effective upon deposit of written notice with the United States Postal Service addressed to the last known business or residence address of the person to be notified with postage prepaid.

(2) Proof of giving notice may be made by the certificate of any officer or employee of the city or by affidavit of any person 18 years of age or older.
