It shall be unlawful for a significant industrial user to discharge wastewater into the sanitary sewer system without first applying for and obtaining an industrial waste discharge permit from the WRD Manager. Any violation of the terms and conditions of the industrial waste discharge permit shall be deemed a violation of this chapter and subjects the industrial user to the sanctions set out in this chapter. Obtaining an industrial waste discharge permit does not relieve a permittee of its obligation to obtain other permits required by Federal, State, or local law.

The WRD Manager may require other industrial users to obtain wastewater permits as necessary to carry out the purposes of this chapter.
