The WRD Manager may require a user to install and maintain at the user’s expense a suitable manhole in the user’s branch sewer to allow observation, sampling and measurement of all industrial wastes being discharged into the sewer system. It shall be constructed in accordance with plans approved by the WRD Manager and shall be designed so that flow measuring and sampling equipment may be conveniently installed. Access to the manhole shall be available for monitoring purposes at all times when wastewater is being produced and/or discharged.
