The resolution establishing an improvement fee shall provide for a credit against such fee for the construction of a qualified public improvement, as provided by ORS 223.304. Additional credits beyond those required by the statute may be allowed by such resolution. Credit shall not be transferable from one development to another or from one type of capital improvement to another.
