All provisions of this ordinance shall go into effect on January 1, 2006, with subsequent rate increases, as identified in Section 3.834 to occur on July 1 of each year, thereafter. Any complete application for a building permit for a development project which has received the required approvals, such as Site Plan and Architectural Commission or Planning Commission approval, and which is already in the City’s Building Permit Review System prior to this date will be charged at the rate in effect prior to this date. All building permit applications submitted on or after this date or which have not been entered in the City’s Building Permit Review System prior to this date shall be subject to the rate in effect after the effective date.
