The methodology of the Storm Drain SDC is based on future capacity-increasing capital improvements as identified in the City’s Capital Improvement Plan for Storm Drain System Development Charge Fund, and on planning criteria as identified in the report entitled “Medford City-wide Stormwater Master Plan.” The projected cost of future system modifications shall be determined on the basis of the capital improvements identified therein. The value to be used in calculating the Storm Drain SDC according to said methodology shall be set at the rate per equivalent residential unit (ERU) (which shall be defined as 3,730 square feet of impervious area). This value may be updated from time to time by the City Council, based on available data and planning projections. See Section 4.105 for a complete set of definitions. The base rate per ERU is established in the most recent fee schedule approved by resolution of the City Council.

Rates shall be adjusted July 1st each year thereafter by the January to January Engineering News-Record Construction Cost Index (ENR-CCI).
