Not less than 14 days prior to any public hearing held pursuant to this chapter, the applicant and all record owners of property within the proposed district shall be notified of such hearing and the purpose thereof. Such notification shall be accomplished by regular mail. Notice shall be deemed effective on the date the letter of notification is mailed. Failure of the applicant or any affected property owner to be so notified shall not invalidate or otherwise affect any reimbursement district resolution or the City Council’s action to approve the same. The applicant shall provide the City with mailing labels for notice to all parties owning property within the proposed reimbursement district. The City shall mail the notices.
