The City Council shall issue a Notice of Adoption to all benefiting properties and the applicant of the adoption of a reimbursement district resolution within ten (10) days of adoption. The notice shall include a copy of the resolution, the date it was adopted, and a short explanation of when the property owner is obligated to pay the reimbursement fee and the amount of the fee.
