The City Manager shall employ a qualified person as Parks and Recreation Director. In addition to such other duties and responsibilities as may be assigned to the Director, the Parks and Recreation Director shall be responsible for the administration of this Fund. The Parks and Recreation Director shall be responsible for developing administrative procedures for the Fund, administration of fees, developing maintenance programs, establishing standards for the operation and maintenance of parks, facilities, beautification and right-of-way areas and related facilities, and all other activities related to the purpose of the Park Utility Fund.
