That part of the house sewer connection within a street, from the sewer main to the street right-of-way line, shall be constructed under the direction of the City Manager and shall become a part of the City sewer system; provided, however, that the owner/user shall be responsible for maintaining the house sewer connection from the house or other building to the point of connection with the sewer main.
