Any person or property desiring to connect to a public sanitary sewer for which there exists a Reimbursement District, as defined in Section 3.900 of this Code, shall, in addition to the fee prescribed by Section 4.400(3), pay a special connection fee as prescribed in Section 3.910 of this Code.
