In accordance with Section 10.495(2)(a)(iii), the City Council hereby establishes a pedestrian-scale street light fee for the purpose of providing for the operation and maintenance of pedestrian-scale street lights located in the public right-of-way within the City limits of Medford. Such fee is to be paid by the responsible party for each utility account serving benefiting properties and shall not be imposed in amounts greater than that which is necessary, in the judgment of the City Council, to provide sufficient funds to properly maintain the pedestrian-scale street lighting system. The City Council may, from time to time, by ordinance, change the fee based upon revised estimates of the cost of properly maintained pedestrian-scale street lights or other factors.
