No person who owns or occupies property adjacent to the public right-of-way shall cause or allow trees or shrubs to overhang the sidewalk by a height of less than 10 feet or the roadway by a height of less than 15 feet or to remain in a condition that presents an unreasonable risk of bodily injury or property damage to persons or property within the right-of-way.
