(1) If the Manager refuses to issue a permit or revokes a permit, the applicant may appeal to the council as provided in Section 1.025 of the Medford Code.

(2) The Manager’s decision shall not be reversed or modified unless it was contrary to the provisions of these sections or the adopted standards.
