Additional officers of the city shall be a city manager and municipal judge, and such other officers as the council, or the board of water commissioners within its jurisdiction, deem necessary. The council may combine any two or more appointive offices, except the offices of city manager and municipal judge. In no such combination shall a municipal judge be subject to supervision by any other officer in the performance of judicial duties.
