In preparing future supplements, changes, and additions to the Code or integrating amendments into code sections, the City Attorney shall not alter the meaning, effect or substance of any ordinance, but within these limitations the City Attorney may renumber sections and parts of sections of the ordinance, change the wording of section titles, rearrange sections or parts thereof, change reference numbers to agree with renumbered sections or other parts, substitute the proper subsection, section, or other division number, strike out figures or words which are merely repetitious, change capitalization for the purpose of uniformity, and correct manifest clerical or typographical errors.
