Prior to the issuance of a development permit, land shown on any development proposal and intended for vehicular use shall have access to a paved street. Land intended for vehicular and accessway use by the general public shall be offered for dedication. Development which will result in three or more residential units on one tax lot may be required to demonstrate adequate sanitary sewer capacity and be required to construct public improvements including but not limited to street (i.e., paving, curb and gutter, sidewalk and/or street lights), storm drain and/or sanitary sewer improvements.
