No user shall intentionally increase the use of process water or, in any way, attempt to dilute a discharge as a partial or complete substitute for adequate treatment to achieve compliance with the limitations contained in the national pretreatment standards, or in any other pollutant limitation developed by this chapter or the State.

It is understood that an industry may vary water usage in the ordinary course of processing. This section is not intended to interfere with this flexibility.
