Notwithstanding section 2.128, demands for expenses of litigation, damages and any doubtful or disputed claims may be certified for payment or compromise and settlement by the Finance Director if the City Attorney examines the demand and certifies that the payment is proper or that the compromise and settlement is in the best interest of the City and if the total amount to be paid by the City upon such approval does not exceed $50,000.
