The Board of Directors of the Urban Renewal Agency may appoint a citizen advisory committee and such other committees as it may require to aid in the performance of its duties. Persons so appointed need not be residents of the city. The Board of Directors shall adopt rules of procedure to govern the conduct of its meetings.
