(1) Definition. Any bid received after the time and date set in the bid documents for receipt of bids is late. Any request for bid withdrawal or modification received after the time and date set for bid opening is late. Timeliness shall be determined by the officer designated to receive bids. Such determination shall be final and binding on all parties.

(2) Disposition. Late bids, late modifications, or late withdrawals shall not be considered.
