The manager may purchase used personal property for $50,000 or less or used vehicles for $80,000 or less without competitive bidding if the manager has determined that the direct purchase without competitive bidding will result in cost savings. Three competitive quotes shall be obtained. If three quotes are not available, a written record must be made of the attempt to obtain quotes.
