The Finance Director may, without competitive bidding, contract for the purpose of the investment of public funds or the borrowing of funds by the City when such investment or borrowing of funds is contracted pursuant to duly enacted statute, ordinance, charter, or Council resolution, and any administrative regulations prescribed by the City Manager.
