Subject to the requirements of Section 2.605, the City may purchase without competitive bidding if there is only one seller of a product of the quality required, or if the efficient utilization of existing equipment or supplies requires specification of a compatible product for which there is only one seller. Whenever this exemption is used, a written record shall be made of the circumstances justifying it.
