Whenever any personal property other than a motor vehicle has in any manner come into the custody of the City without an owner or person entitled to possession thereof claiming it, the police department shall either place the personal property upon premises of the City as may from time to time be designated by the City Manager or store the personal property at the owner’s expense with some reputable storage yard, or other storage place pending investigation into the ownership or right of possession thereof.
