(1) Driveways and sidewalks shall be designed and constructed in accordance with plans and specifications on file in the office of the manager.

(2) The city engineer is authorized to establish and amend plans and specifications by administrative order. The plans and specifications shall consider the safety of the traveling and pedestrian public while permitting the greatest use and enjoyment to the owners of adjacent property.
