The permit fee for culvert installation, which includes the costs of culvert pipe, rock over the pipe, backfill and labor, shall not exceed the actual or average placement costs per linear foot of culvert. Fees for culvert installation are provided in the most recent fee schedule approved by resolution of the City Council.
