(1) Systems development charges shall be established and may be revised by resolution of the council.

(2) Unless otherwise exempted by the provisions of the resolution establishing the charge or other local or state law, systems development charges shall be imposed upon all developers of land within the city.

(3) A legal action challenging the methodology adopted by the council pursuant to this section shall not be filed later than 60 days after its adoption.
