(1) A person aggrieved by a decision required or permitted to be made by the City Engineer under this ordinance or a person challenging the propriety of an expenditure of systems development charge revenues may appeal the decision or the expenditure as provided in Section 3.729.

(2) Provided however, that any appeal of a decision regarding determination of a Category of Use shall be filed and decided as provided in Section 3.814(3).
