The commission shall have full power and authority to maintain, operate, repair, and extend and other powers necessary to fully manage and operate the water system as is necessary for the needs of the City. The commission is hereby authorized to adopt rules and regulations necessary to carry out the duties and powers which it has under the City Charter or this Code.
