The City Council of the City of Medford finds and declares that the health and welfare of the citizens of the City of Medford are promoted by limiting the availability of cigarettes and tobacco products to children under the age of 21 years, through the means of restricting the location of vending machines dispensing cigarettes or tobacco products.
