(1) A business license provides the City with an opportunity to determine whether the location, site, and existing structure (if one is to be used) can lawfully be used for the conduct of the proposed activity under the provisions of this code. The license grants the applicant the conditional privilege of doing business in the City, but it does not constitute a representation or a warranty by the City as to the legality of the business or its activities. The business license fee is imposed on a business at the time of issuance or renewal of a business licensee.

(2) Neither the acceptance of the prescribed fee nor the issuance of the applicable license shall be construed to permit any activity otherwise prohibited by law or this code, or to waive any regulatory licensing requirement or fee imposed by any other sections of this code.
