(1) All commercial businesses, including nonprofit, shall pay a nonrefundable application fee as established in the most recent fee schedule approved by resolution of the City Council to review and endorse the application. The application fee does not apply to home-based businesses. This is in addition to the general business license fee in subsection (2) of this section.

(2) Except as provided in subsection (4) of this section, the business license fees shall be as established in the most recent fee schedule approved by resolution of the City Council. The fees shall be computed and paid on the basis contained in this section. The fee thus computed shall be for 12 months of business operation. The fee shall be due on the first day of the anniversary month each year.

(3) A person who has paid the business license fee for the year and goes out of business during that year shall be entitled to claim a refund. One-fourth of the total license fee will be refunded for each quarter beginning after the last day of business. A person who has not paid the fee and goes out of business shall pay one-fourth of the license fee for each quarter or partial quarter when the business was operational without penalty.

(4) The fee imposed by this section shall be in addition to any regulatory or other permit fee or other tax imposed by the City.
