If the City Council finds that a licensed horse drawn vehicle operator has failed to comply with the provisions of Sections 8.496 through 8.498 or has caused or permitted any violation by the operator’s employee(s), the Council may direct the operator to appear before it at a regular or special meeting and show cause as to why the operator’s license should not be suspended or revoked. After the hearing, if the Council finds any violation to have occurred, the Council may suspend or revoke the license on such terms and conditions as the Council may deem proper.
