(1) No person shall move any building to a lot unless the owner of the building first obtains all necessary permits and pays all required fees to move the building, construct a foundation and place the building on a foundation on that lot.

(2) Every building moved onto a lot shall be installed on a foundation within 30 days of the date of the move specified on the building permit.
