A nonconforming development or use shall terminate under the following conditions:

(1) When the use has been discontinued for a period of twelve (12) months.

(2) When a structure, other than a single-family residence, which is nonconforming has been destroyed to an extent 80 percent of its true cash value as indicated by the records of the county assessor.

(3) When it is a sign and the sign has been abandoned, as defined in Section 10.1010, for six (6) months. No extension is available.
