(1) Availability: The City Manager shall determine which facilities and rooms are available for use by other organizations and the days, hours and conditions of availability for such use.

(2) Governmental Use: Subject to the approval of the City Manager, other government agencies and their elected officials may use the meeting rooms for activities in the pursuit of their official functions. Governmental use shall have priority over private use.

(3) Private Use: At times when the City Manager has determined that the facilities are available for private use, Private nonprofit organizations may be allowed to use meeting rooms for their organizational activities. Application shall be made to the City Manager for permission to use the facilities. No organization will be denied use of the facilities on the basis of the content of any speech, writing, or other expression protected by the constitutions of the United States and the State of Oregon.

(4) Regulations: The City Manager shall adopt administrative regulations consistent with Sections 1, 2 and 3 of this ordinance prescribing the terms and conditions of use of city meeting rooms by other organizations.
