All positions under the supervision and control of the manager shall be assigned position classifications on the basis of the kind and level of duties and responsibilities and to the end that all positions of the same class shall be sufficiently alike as to permit use of a single descriptive title and the same pay scale. A position class may contain one position or more than one position.
