The City Manager shall employ a qualified person as Public Works Director. In addition to such other duties and responsibilities as may be assigned to the Director, the Public Works Director shall be responsible for the administration of this fund. The Public Works Director shall be responsible for developing administrative procedures for the fund, administration of fees (including the pedestrian-scale street light fee), developing maintenance programs, establishing standards for the operation and maintenance of streets and related facilities, and all other activities related to the purpose of the Street Utility Fund.
